It confirms that there's a governor in the game (doesn't necessarily have to be Kevin, though - it's most likely him if the governor is indeed town, but if it's a mafia governor, it could be someone else) and, if it was one-use, disables it from saving scum. I don't think this was quite the best we could do, but... meh. Nothing we can do but go forward now. Also the reason I was slightly suspicious of Levity was a gut feeling, nothing to do with being a numbers role or me (in fact, numbers role might be a given available fakeclaim, possibly).
