In both Melee and Brawl you can unlock Falco before everyone else. If the condition here is the same, then they probably went straight to unlock Falco

Character unlocks thus far have been:

Falco - Clear Classic Mode once

Ness - Clear Classic Mode twice

Dark Pit - Clear Classic Mode three times

According to Neo Zero and Vaanrose, two of the leakers involved with this whole thing, Lucina is unlocked by playing on Arena Ferox 20 times and someone is unlocked by beating Classic Mode on 9.0
