In addition to the huge move difference, it's also generally safer for mounts to get combat since they can at least move away after attacking, limiting enemy phase exposure. You can't do that with foot soldiers without the Knight Ring, and even then, since foot soldiers have less movement to begin with... Let's just say that in general, foot units have it bad - if they try to fight, they run the risk of being swarmed and killed unless the enemy force has largely been whittled down.
