All 3 GBA games made it annoying unless you added all the thieves, and that made the map difficult. (Except 8, but that's because there's no limit to worry about that affects the Gaiden chapters.) Aside from that, I haven't played FE13 but unless the desert items were really good (I'm talking Warp/Silver Card/Boots level good) I don't think there would be a point to them. There's also the fact that if they didn't make changes for skirmishes you could get infinite copies of these purposely limited items, but since this is FE13 we're talking about that wouldn't be out of place.
