At this point, it's pointless to evolve Torchic. We're actively stopping Torchic from evolving. We've missed out on Double Kick. Combusken doesn't learn any other moves that Torchic can't but Torchic can learn Flamethrower which neither Combusken nor Blaziken can learn without the TM. So we're going to raise Torchic to level 43 when it will learn Flamethrower. Doing so, we will only miss out on Blazekick which is inferior to Flamethrower. After 43, we can try to evolve it. If we succeed in getting Combusken before level 50 or Blaziken before level 59, we'll still get Sky Uppercut rounding out our moveset.
