While I haven't tested this specific case for myself (haven't played Birthright), I know that for any of the characters that you recruit this way as long as you "pass a sufficient amount of time," whether by waiting a day, doing wifi stuff, or whatever, you'll get the unit at some point without proceeding through the story. Right, but you can upgrade the launcher to level 3 before you start Chapter 23. Actually, getting him requires upgrading one of those puppets to level 3.
