Yep, but personal skills, growths, models, reclassing options, etc. all change as well. I.E, Gunter is not just reskinned Jakob; he's a Sky Knight, in fact. He likes to move back sometimes and it's just far enough to where he can't be hit from the center. Phase 2 will have him open up with an attack that, on your current difficulty settings, could probably oneshot you, so use Chain Attack i-frames to get past that.
