It's possible. Dance/Canto is a skill for 4/5/9 so maybe they had originally wanted you to always be able to have Olivia dance

Are the diplomatic Civs bad at it then? Greece and Austria are the only ones who really stand out to me when I feel like i'd want a Diplomatic Civ. Venice should be able to absorb CS too though so idk.

eclipse have you tried the OCE server? i don't know if NA or OCE would work better for hawaii

Vanilla doesn't have melee/ranged ship seperation and while it takes longer to research Sailing, you can upgrade Triremes to Frigates a lot faster I believe. Basically ships are stronger earlier and don't require stupid Caravels

I typically go England and rush boats and anything that improves Ship movement like the Grand Lighthouse or the Commerce tree but I have a bad habit of not building enough military units to protect my cities. Also I honestly prefer vanilla because G&K and BNW nerf the baot strat grrrr
