This post is well evidenced and insightful.
That really depends on whether or not you think any newer hardware revisions are worthwhile. I have no interest in the DSi Shop and I still play GameBoy Advance games with relevant frequency (my GameBoy Advance was broken when I lent it to someone), so I'm perfectly content with my silver, launch day, manly style DS from 2004. No one's forcing you to buy an update / revision, and you're not missing out on not upgrading if you wouldn't use new features.
The IGN article states that "Asahi reports electronics manufacture Sharp may be providing the 3D LCD screens." The kind of screen mentioned in the article produces three-dimensional images with a parallax barrier (so, if the article is correct, this is the means by which the console will display three-dimensional images). I suppose that would make more sense than initial speculations the console might employ
(using a camera) if it's to be positioned by Nintendo as an integral feature of the console. The Tegra rumor the article notes came to light in October of last year. Obviously, all of that which I've mentioned in this paragraph is best considered rumor until more reputable information is revealed.
