Lets see: In 4-2(EM) a base level Pelleas has 84 or so hit against the supposed tier 3 enemies (apart with Fenrir). Now I consider 80% displayed good (which is why I got ticked off when Florina missed that archer with 82 hit). So I'm afraid, I don't have any accuracy problems (but this counts as personal experience, so it doesn't mean much, right?). Let's not exaggerate - the speed gap between EM and HM is not more than five. 21SPD is insufficient to double SP enemies even if they were level 1.
