The rules state undrafted units may talk and recruit other characters, so why would he get a 4 turn penalty? I doubt it's a good idea in the first place, though. And he would be gimping his 3-12 and 3-13 if he does recruit jill to the GMs...ah heck u can deploy him with no penalty to talk to jill but he cannot have any weapons. If he does, u take a penalty.
