And now for Night of Farewells, where you can't even get an early finish by killing Ursula...

Battle Before Dawn.

Night of Farewells is the gaiden.

Does stealing count as combat?

Not usually; most people are smart enough to explicitly handle thieving utility in the rules.

That said, the fact that a question like this can be asked is part of why I handle things the way I do (undrafted characters can't be fielded; once a unit is on the map it has no restrictions). Of course, that has implications of its own (largely to do with recruitment) that have to be considered carefully...

The standard rules say "may not do anything not listed above, including but not limited to" for a reason. The added rule "Undrafted Theives are free for doors/chests. Entering combat is a penelty" (i) ought to go in the exceptions section; (ii) doesn't allow stealing from enemy units as written, but seems intended to; (iii) spells two words incorrectly.

11: 7/72

12: 4/76

Hector charges with a Hand Axe. Eliwood goes to get a book. Marcus charges with Bartre’s Hand Axe. Hector uses 2 Wolf Beil on Zagan. Marcus cleans up what doesn’t chase Hector. On EP the remaining bandit dies on Hector. He has 4 Hand Axe axes left :/

13: 6/82

Marcus breaks the snag on turn 1. Hector kills the PK on turn 2, and is rescued by Marcus. Eliwood got the torch while Marcus broke the other snag. Turn 4, Marcus drops Hector. One cav dies to Hector, the other chases Eliwood. Eliwood can 2HKO it, so Marcus kills the archer while Hector dispatches the boss. Turn 6, Lowen goes shopping, buys Hand Axes and a Javelin. Matthew recruits Guy for the KE, who is aggressive. It is trivial to avoid a penalty.

14: 8/97

Priscilla cost me turns.

15:7/104

16: 6/110

Priscilla rescued Hector, and Marcus carried him over the mountain. Sain rushed to back up Eliwood and get the Red Gem.

17: 10/120

Sain and Marcus cleared a path. The thief stole the Silver Sword so I could nab it without wasting a Lockpick use.

17x: 4/124

Mooncalf route.

18: 3/127

The on foot units handled the right ship.

19: 5/132

Eliwood and Lyn killed nomads at the start point

19x: 4/136

Sain got on the fort on turn 2, killed Aion on turn 3. Marcus and Priscilla handled Hector.

20: 5/141

Matthew opened the door and was rescued by Kent. Canas worked over the sniper so Matthew could get a Brave Bow on turn 2. Matthew couldn’t get to Luna without being attacked, so Lyn got the Chest after MKing the knight with the Chest Key. Sain, Marcus, Hector and Eliwood went to the throne.

Thanks to Ninian, Sain got to the edge of the town by turn 2, and countered Oleg’s attack. He missed on the first attack, so in order to get the Wyrmslayer and finish Oleg on the PP, Eliwood used a Silver Sword. Hector reached the Elysian Whip, which I’ll need.

22: 5/149

Sain grabbed Eliwood, and was danced to just outside Heath’s range. Eliwood recruited Heath on turn 2, and stayed behind to nab the Brave Axe. Heath went to back up Hector, Lyn and Canas; Lyn recruited Rath on turn 4, when he got within range, and Sain picked up Hector and ran down the eastern alley to Eubans. Isadora dropped Matthew near the 10000G on turn 4. Hector and Sain double-teamed Eubans on turn 5.

23: 6/155

Luuuuuunaaaaaaaa! Pent is a jerk. Though, he makes this chapter a lot easier. Heath and Canas went into the desert, Eliwood, Sain, and Rath cleaned up around the grass. Florina carted Matthew around to pick up treasures. Managed to snag the Light Brand; Heath had to grab him afterwards to avoid a penalty. Pent cleaned up the final mage on the EP of turn 6. Canas, Heath and Rath all gained a couple of levels, so it was off to fight Kishuna

23x: 14/155

Rath, Heath and Canas got most of the kills.

24: 5/160

Heath drew Geitz forward, and then went to fight over the sea. Sain rushed to Linus, thought better of trying to solo him. Rath, Canas and Eliwood all chipped him while Lyn, Hector and Priscilla shopped/pillaged. Geitz got an Earth Seal.

25: 7/167

Heath and Canas went to the east, Lyn and Rath handled the south, everyone else went to the centre, Hector doubling back to recruit Farina. She insisted on travelling over the sea, so I lost a turn.

Training Farina. She reaches level 19, so I promote her for the snow.

27: 6/184

With three snow plows, this chapter is a cinch. Canas, Hector, and Ninian are ferried up.

28: 15/199

Once the treasures were safe, wait for the end.

28x: 19/199

Training Nino to level 20. Get treasures.

32: 7/237

Rath grabbed Hector, sat on the fort.

Nils danced Rath.

Rath ran and dropped Hector.

Farina carried Canas on turn 2. She dropped him beyond the mountains on turn 3. Heath used a Killing Edge to dispatch the warrior, and those three killed the second paladin squad. Farina lifted Nils over on turn 4, and flew off to recruit Renault. Heath sat within range of the fort near Limstella with Canas carried; next turn, he sat on the fort and dropped Canas. Thanks to Delphi Shield, the snipers couldn’t kill Heath even after he took a Bolting. Rath carried Hector over the river on turn 5. Canas doubled Limstella, inflicting lots of damage with Luna. Hector was dropped on turn 6, and seized on turn 7.

32x: 3/240

F: 7+1/248

Heath, Sain, and Canas dealt with Uhai, then joined Farina in killing Brendan. Hector and Eliwood dealth with Darin. Athos dealt with Kenneth and was Rescued so he and Renault could deal with Ursula. Athos was rushed to the top of the room, Sleeping Lloyd on the way. Linus was taken down collectively, then Lloyd. Athos and Eliwood dispatched Nergal. The usual suspects, and Canas, finished the dragon in 1-turn. Nils danced Athos to make it so.
