More the former though, I feel like it's more of an inspiration, so to speak. I can hazard a guess and say another reason they're bringing up the drama, is that, supposedly, the game comes out "when the drama ends" so they say. Besides, Capcom and Koei both know what they're doing, create a pretend rivalry, it'll get people talking and looking. It'd be interesting to do a Life of, for Dynasty Warriors too, the life of Liu Bei, and actually give him more of the historical cred, he had, plus all of his wandering would lead to tons of gameplay potential. Starting with a glorious shoe making mini game... I agree, Liu Bei has the most potential for this kind of thing.
