First, you should note that Inti almost never reuses true end reqs. Even if it's another "collect thing", they've never done a "find the Chaos Emeralds" again. Second, for GV2, it's a bit strange. There's two true endings, one for each route. You have to complete each route once. After that, redo the final level again to access the true end of that route.
