Thats useful for pressuring in certain situations. For example, angling down falco's forward tilt in order to try and pressure someone thats grabbing the ledge but not put urself at that much risk. Angling up the ftilt can hit a character thats jumping far easier than a normal ftilt...angling down can also make ftilt beat super low crouching like snake's sheik's and kirbeh's.
