For blond hair and blue eyes I think it's just that it looks really appealing. Blue eyes can also look really bright if you wear clothing that brings out its color. I know you weren't talking about blue eyes, but often it's that combo that it seems people like... And for red hair people might find it appealing by its brightness/flashiness.
