Only thing i can really think of is that since the areas are so huge with a lot of parts you access simply by wandering off the beaten path (so Xenoblade), maybe they didn't want you to overlevel. 

I mean, like i said, leveling doesn't matter in the long run, and the enemies don't scale to your alchemy. But i can't think of any other reason. They didn't do this in Firis and that game is proto-Ryza 2/3.

Not music companies but certain authors and publishers.

The case for Internet Archive is that they all obtained the stuff on there legally. It functions like any other library does.
