I know that if you block the reinforcement spots in chapter 3 main, once you leave the map will start spawning several enemies at once. So as far as I can tell every enemy will spawn eventually. I did seem to remember reading this is how it works somewhere, so I told them to check, try and save them the extra 10 turns of nothing happening. But they didn't see the message, oh well.
