Decent bases for his level though underleveled. He can be solid once he gets going, but in HM that takes a looong time. I once did an HM LTC playthrough with him around and didnt lose any turns because of him and got him to promote. So he doesnt require THAT much babying. Its just that shinon exists and he is completely overshadowed by Shinon. I remember that in my first playthrough, I thought that Silencer was PRF for rolf haha.
