Its not to hard to figure out which to use. Nintendo's rules are crap. Not fully evolved pokemon are generally considered in the same tier as their full evolved form (I think).

Garchomp became uber because Yachechomp was gaurenteed to KO at least one pokemon. Smogon has the most up to date tier list. Lol @ no evasion clause.

Do you (generally) find that someone's race is a turn-off? For example, brown or black skin is usually a turn-off for me. Again, don't make this topic racist.
