Technically, since Turn A takes place long after the UC Century (and every other Gundam continuity that existed at the time apparently), and G-Reco takes place also long after UC Century (not yet confirmed if it also leads to Turn A), so while same continuity, they're not part of UC Gundam. Think of G-Reco as the Awakening to MSG-Victory's Archanea, but this is more of a timeline comparison. After Victory we had The 08th Team, G-Savior, the Zeta Compilation Movies, MS IGLOO, and then Unicorn and beyond. Maybe you can think of anything between Victory and Unicorn as equivalent to FE between Kaga's era and Awakening. So a Japanese person can burn down the American flag and get away with it but only if America doesn't complain about it. This law is rarely enforced; the last conviction was in 1936." And as for Uruguay, it's simply because they said so. That's the reasoning basically. Keep in mind, for countries that don't have these laws in the books, they can still decide it's arson or some other crime.
