I've actually wondered this before too, I'd say no, because if someone gets a build screwed leaf and a build blessed staffer (even if its convienent) it'll shave a LOT of turns that nobody else would have. It might even be worth build ring on some staff users (salem for instance), if it was allowed...that+neir scroll would prolly keep their build ahead of leaf most or all of the game???
