Alternatively it could in theory be like any other legendary weapon, because for all we know no one else has used Breidablik other than Kiran, so maybe no one else knows how to actually use it. Right? So far, Ephemera 5* units seem to be units originally introduced in the month in question: one from Year 1, the other from Year 2. So I think the time for a Hot Springs Ephemera manual would be January. Who knows what they might do with the permanent ones - we haven't gotten any additions there yet beyond the original list, but I assume they'll make some eventually.
