I had a character who was a little under leveled with zero level 5 quarts and the fight was still incredibly easy. The enforcers are supposed to be tough! C’mon Falcom. Olivier and Kloe had some great dialogue in tandem with each other, and Blueblanc acknowledged their presence, but I can’t imagine him saying anything differently without them there. It’s in my inventory and I can view it, but when I go to the equip screen it simply isn’t there.
